PHASE 2    January, 2020 - January, 2023

ASEAN Japan Partnership Program for EMC and Safety Conformity Assessment of Multimedia Equipment

Proponent Country : Indonesia
Representative : Minister of Trade, Directorate of Standardization and Quality Control, Indonesia
Project Proponent : Ministry of Industry, Agency for Research and Development of Industry, Center for Materials and Technical Products (B4T), Indonesia
Implementing Agency : Japan Business Machine and Information System Industries Association (JBMIA)

Activity

1. EMC Onsite Consulting

Purpose

Test laboratories requesting technical support, such as those whose results deviated from the median in the round-robin test conducted in Phase 1, will have JBMIA technicians visit them to jointly implement improvement activities.

Date

Lab A: February 25-27, 2020

Lab B: June 27-28, 2022

Lab C: October 17 and November 11, 2022

Lab D: January 19-20, 2023

Result

Data from the testing facility that deviated from the Z-score in Phase 1 fell within the acceptable range of the Z-score.

2. Safety Proficiency Test

Purpose and procedure

This proficiency test is similar tothe proficiency test required by ISO/IEC 17025, comparing the results measured by participating laboratories against a same equipment to determine whether they are similar or different from those of other laboratories by Z score.

The participating test laboratory enforces the IEC62368-1 safety test use of Multi-Functional Peripheral (MFP) sent from JBMIA. Each laboratory's test results shall be compared and the existence of the concern and problem of the test at the laboratory is extracted.

Date

This activity between June and September 2021

Result

Analysis of the measurement results from each testing laboratory by JBMIA confirmed that several facilities deviated from the Z-score and require improvement.

3. Safety Onsite Consulting

Purpose Test laboratories requesting technical support, such as those whose results deviated from the Z-score in the proficiency test conducted in Safety proficiency test, will have JBMIA technicians visit them to jointly implement improvement activities.

Date and nominated laboratory

It was carried out online due to the Covid19 travel restrictions. 6 laboratories participated this program and we followed up the items such as touch current, working voltage, heating test and capacity discharge during the consultation. The way of measuring instruments was demonstrated after the workshop which was held in person

Result

Some laboratories saw improvements in their Z-scores, but others still faced challenges due to issues with their measurement equipment. But, these labs discovered improvement measures.

4. Safety and EMC Technical Workshop

Date November 7th to 10th, 2022
Place Surabaya, Indonesia

Purpose

A)National test laboratories acquire knowledge and evaluation techniques for Multimedia Equipment according to the safety international standard and EMC international standard such as IEC62368-1, CISPR 32 and CISPR 35.

B)Establish a contact point for communication between laboratories within ASEAN Member States (AMS) to resolve future technical issues.

Results

After the questionnaire of these activities, we collected questionnaires from the participants, and we were able to successfully complete the project with satisfaction results exceeding the target of 80%.

5. Conformity Assessment Symposium

Date November 29th to 30th, 2022
Place Denpasar, Indonesia

Purpose

Conformity assessment symposium is consists of a lecture on the International Electrotechnical Commission (IEC) conformity assessment system and discussion with the AMS members and to know how to deal with its own country and/or AMS. Therefore, main participants in this activity are national regulators from AMS.

Results

Participants learned the importance of CA system knowledge and know-how various products areas. And, they establish a mutual discussion and understanding of current situation at AMS as well.
