PHASE 3 July, 2024 - June, 2026 (Ongoing)
Trainer's capacity building program for safety, EMC and energy efficiency conformity assessment of multimedia equipment
Background of Project Activities
As the implementing agency, JBMIA has twice utilized the Japan-ASEAN Integration Fund (JAIF) to promote workshop programs on conformity assessment technologies such as Electromagnetic
Compatibility (EMC) and Electrical Safety for information technology and multimedia equipment for national testing laboratories in ASEAN member countries. Through these activities, the
capabilities of EMC and safety conformity assessment engineers at ASEAN national testing laboratories have been enhanced to a certain degree. However, to further improve the laboratories‘
technical capabilities and achieve self-reliance, they proposed a new project aimed at enhancing the trainers’ capabilities. JBMIA established an ASEAN Collaborative Project Committee under its
organization to fully support this proposal and once again responded to the request from ASEAN national testing laboratories as the implementing agency.

1. Energy Efficiency Workshop
| Date | April 22nd and April 23rd, 2025 |
|
Place |
Surabaya Center for Standardization and Industrial Services (BSPJI, Surabaya), Indonesia |
|
Purpose |
Increased technical knowledge by Energy Efficiency workshop: Acquisition of knowledge about the technology and measurement environment necessary for conformity assessment through Energy Efficiency workshop |
|
Workshop Lecture Content |
To share fundamental knowledge on energy efficiency (energy conservation) in electrical and electronic equipment, we conducted the following lectures: a. Major environmental regulations related to energy conservation. b. Environmental labels of energy efficiency for each country. c. Basic knowledge of electric power
Additionally, lectures on standards—including international standards crucial for multimedia equipment evaluation—were held: d. IEC62301 standard e. European ErP Directive (Lot 4, 6, 26) f. ENERGY STAR (TEC/OM) Also, participants introduced the energy efficiency initiatives undertaken by the countries to which the participating laboratories belong and by the individual laboratories themselves. Furthermore, we conducted a lecture for measurement uncertainty and using an actual Multi-functional Peripheral (MFP) on several key methods for energy efficiency measurement. |
|
Results |
Through active discussions during lectures and practical sessions, participants' knowledge significantly improved. We evaluated participant satisfaction and knowledge improvement levels through a two-day workshop. Satisfaction was assessed by compiling questionnaire results for each program, while knowledge improvement was determined using comprehension tests administered before and after the workshop. Workshop satisfaction level: 92% (KPI 80%) Knowledge improvement level: 78% (KPI 30%) |

2. EMC Workshop
| Date | June 3rd and June 4th, 2025 |
|
Place |
Quality Assurance and Testing Center (QUATEST 3), Bien Hoa Vietnam |
|
Purpose |
Increased technical knowledge by Electromagnetic Compatibility (EMC) workshop: Acquisition of knowledge about the technology and measurement environment necessary for conformity assessment through EMC workshop |
|
Workshop Lecture Content |
A lecture was conducted on international EMC standards for multimedia equipment and the basic standards for evaluating such devices as follows. a.Emission standard for CISPR 32. b.Immunity standard for CISPR 35. c.Basic standards for CISPR 16 series and measurement uncertainty.
In addition to these lectures, practical training was conducted on testing methods using actual multimedia equipment in environments such as an anechoic chamber and shielded room: d.Immunity requirements of electrical and electronic equipment to radiated electromagnetic energy of IEC61000-4-3. e.Conducted the immunity requirements of electrical and electronic equipment to electromagnetic disturbances (IEC61000-4-6)" f.Confirmation of Key Points for EMC Report Preparation. |
|
Results |
Through active discussions during lectures and practical sessions, participants' knowledge significantly improved. We evaluated participant satisfaction and knowledge improvement levels through a two-day workshop. Satisfaction was assessed by compiling questionnaire results for each program, while knowledge improvement was determined using comprehension tests administered before and after the workshop. a.Workshop satisfaction level: 95.8% (KPI 80%) b.Knowledge improvement level: 51.5% (KPI 30%) |

3. Product Safety Workshop
| Date | July 2nd and July 3rd, 2025 |
|
Place |
Surabaya Center for Standardization and Industrial Services (BSPJI, Surabaya), Indonesia |
|
Purpose |
Increased technical knowledge by product safety workshop:Acquisition of knowledge about the technology and measurement environment necessary for conformity assessment through safety workshop |
|
Workshop Lecture Content |
We conducted a lecture starting with an explanation of IECEE, the international conformity assessment system for safety, and covering the IEC 62368-1 standard applied to safety tests of multimedia equipment. Additionally, we focused on the following four evaluation methods within safety testing and provided explanations of the evaluation techniques. a.Temperature rise test. b.Touch current measurement. c.Working voltage measurement. d.Clearance and creepage measurement |
|
Results |
Through active discussions during lectures and practical sessions, participants' knowledge significantly improved. We evaluated participant satisfaction and knowledge improvement levels through a two-day workshop. Satisfaction was assessed by compiling questionnaire results for each program, while knowledge improvement was determined using comprehension tests administered before and after the workshop. a.Workshop satisfaction level: 93.7% (KPI 80%) b.Knowledge improvement level: 67.6% (KPI 30%) |
